Project notes

Harbor of Hope is a mid-rise public-housing prototype that treats the building as a vertical neighbourhood. Apartments are stepped back every three floors to create shared sky-courts — outdoor rooms with planters, drying lines, and a long bench — so that every resident has access to a piece of open ground.

On the ground, a continuous colonnade absorbs the everyday programme of the block: a small clinic, a community kitchen, a parcel-pickup wall, and a sheltered playground. The structure is precast concrete with exposed timber soffits, both for speed of construction and for warmth at human scale.
